"Referring to your telegram of 7th. May Solly declines appointment as Postraster Shanghai. send by first apportunity competent trained successor Machado salary per annum 2,880 dollars

exchange compensation free married quarters Telegraph when may arrival be expected Shanghai".

Before he was recommended for the Postmaster- ship at Shanghai. Mr.Solly had been granted leave of

absence

and it was intended to allow him to take that leave appointing the Senior Clerk at Shanghai to act during his absence. The Senior Clerk, Mr.Pereira,īno. appears to be chagrined at not having received the subs-, tantive appointment, declined to act for Mr. Solly, and has beer resigned the Service as from the 30th, proximo. Mr. Solly has also declined to take up the appointment if it should involve his relinquishing his leave; and in these circumstances it became necessary to ask you to appoint a new Postmaster. The Post Office at Shanghai is an important one, the work in which is increasing, and I consider that the Postmaster should be an Englishman who has had a thorough training in postal work. I may mention that Captain Hastings did not recommend Mr.Pereira

for the appointment.

I have the honour to be,

sir,

Your most obedient

Humble Servant,

M.J. Gascoy

Major-General,

kiministering the Government
